Uncontrolled streams of cash cause generate parasitism, which particular phenomenon constitutes the root cause of current events in Zhanaozen – says Shyngyz Lepsibayev, head of Qorǵau National Human Rights Watch and famous public activist.
No Work Now and Not in the Future?
Last year, I had meetings with the Zhanaozen Public Council and the KMG leadership. Some conclusions were made. In this particular case, we are facing pure social parasitism multiplied by managerial incompetence and colossal money circulating in the region. In Zhanaozen, there are no employment opportunities, and there will be no such opportunities onward. At the same time, people are flooding the city craving high salaries. Among newcomers, there are many Kazakhs from Turkmenistan. Instead of offering them all employment in other locations and organizing civilized occupation and employment systems, local government builds social infrastructure facilities, such as stadiums. KMG injects tremendously into the city. So does Central Treasury. The civilized occupation system stands for Labor Inspection and Employment Centers, but our Ministry of Labor ignores that problem.
But where is the money? In Zhanaozen nobody knows. In some cases, local residents finance the construction of schools and hire teachers themselves. Nobody wants to investigate, where all money is and how come it disappears. People prefer to go blackmailing or employ a couple of thousand individuals with an aging and depleted oilfield. And it looks like, so it will be until the end of the world.
Some brainstorming should be done, otherwise, nothing will change.

Marat Bakkulov, a famous businessman and Chair of the Union of Processing Industries added one shining example from life:
“Acquaintance of mine had this driver, who left for Zhanaozen claiming he would make one million a month there. Interesting – if all 18 million of us relocate there, will the city be capable to admit all of us, as long as we long want to live there”
