The level of classifying state documents seems to have reached its peak in the New Kazakhstan. What was once publicly available has suddenly become a secret. This is reported by the well-known political analyst Daniyar Ashimbayev on his Telegram channel:
«Unfortunately, over the past few years, several important documents have ceased to be published or received the ‘For Official Use Only’ (FOUO) classification. It’s one thing when it comes to issues related to national security agencies, state security organizations, or the Armed Forces. For example, no one has seen the National Security Strategy of Kazakhstan for 2021-2025, adopted in June 2021 (as well as the preceding documents). The FOUO classification applies to the government resolution of October 16, 2017, No. 646, ‘On the Approval of a Unified System of Payment for the Labor of Employees for All Bodies Funded by the State Budget.’
On December 9, 2021, the staffing levels of ministries and akimats were classified. Interestingly, the same document provided for ‘work to reduce’ this staffing level. In July of this year, the FOUO classification was applied to the ‘List of Positions of Political Public Servants, Officials, and Other Persons Appointed and Released by the President of the Republic of Kazakhstan and (or) with his agreement, elected on the proposal of the President of the Republic of Kazakhstan, as well as appointed and released with the agreement of the Administration of the President of the Republic of Kazakhstan’ and the ‘Procedure for the Coordination, Appointment to Positions, and Release from Positions of Political Public Servants, Officials, and Other Persons of the Republic of Kazakhstan.’
The decree of September 1 on the new position and structure of the Presidential Administration has not been published. By the way, the section related to the leaders of the structural units of the Presidential Administration has disappeared from the Akorda website.»
