Very often, our person to person communication with the police is outside the legal norms. To reduce the number of such situations, Aset Nauryzbayev, a famous public activist, offers to attribute a QR Code to each police element.
Literal translation:
“Each policeman must have a QR code on the badge, so that a citizen knows who he or she are dealing with. Through the 102 mobile application, citizens will be able to register the start of interaction with a policeman. The 102 application must have the “surveillance cam” legal regime, by which citizens shall be capable to offer their cams to police to document perpetrations and violations without physical involvement in the process of warning and fining of perpetrators and violators. Such option must operate on the free-of-charge basis.
If we follow examples of some countries, where bounties are paid to citizens for documentation of perpetrations and violations, citizens would be more pro-active”.
