A well-known political analyst has commented on the new ratings of Kazakhstan’s political elite. In his Telegram channel, Ashimbayev writes:
«The rating of the managerial elite for the third quarter from the ‘Strategy’ Center draws attention due to the ‘modesty’ of the assessments. I would like to remind you that experts evaluated the elite not on a 5-point but on a 7-point scale. In other words, a positive assessment starts from 3.5 points.
Regarding the ‘effectiveness’ parameter, no one scored more than 4 points. 10 individuals received scores between 3.5 and 3.9, including Koshanov, Nurtleu, Ashimbayev, Kasymbek, Karin, Godunova, Sagimbaev, Balaeva, Azimova, and Elimankov.
Let’s look at the situation from a year ago (third quarter 2022):
No ‘fives.’
‘Fours’: Ashimbayev, Godunova, Karin, Tleuberdi, Koshanov, Nurtleu.
3.5-3.9: Balaeva, Murzalin, Kazyhan, Duissenova, Aimagambetov, Sklyar, Akhmetzhanov, Musin, Abayev, Giniyat.
Now, two years ago (third quarter 2021):
‘Fives’ — Tokayev (then they stopped evaluating him), Masimov, Nigmatulin.
‘Fours’: Kasymbekov, Bisembaev, Kulibaev, Utemuratov, Koshanov, Kusherbaev, Ashimbayev, Godunova, Isekeshev.
3.5-3.9: Abayev, Aidarbaev, Baybek, Kelimbetov, Smailov, Dosaev, Murzalin, Turgumbaev, Karin, Balaeva, Imashev, Bozumbaev.
The elite has undoubtedly changed. The ‘heavyweights’ have departed, but most of the youth, for now, have been unable to gain authority and demonstrate effectiveness.»
