The best thing the state can do to develop tourism is to simply build normal roads and provide electricity. Everything else people will do themselves.

The Alakol-Almaty road is just excellent, but there are a couple of detours, where you ride through earth-roads. Those earth-roads are OK, and they pour water on their surface.
Lake itself is very popular these days, because the good road resulted in masses of people travelling there in their cars.
Of course, those tourists bring tons of moneys to locals, and the locals are happy. In August, the water will turn warmer, and swimming there will be a great pleasure.
As for the KazMunayGas and Royal Petrol re-fueling stations, they should make sure, their services are in the proper shape – working toilets, timely cleaning of septic tanks, hot-dogs in appropriate quantities. There will be more cars.
Besides, that road is the route for lorries carrying sun-seeds, and the roads are surrounded by beautiful sun-seeds flowers.
