Twenty days after the lifting of the COVID-19 emergency regime, head of WHO scared the world with the new global pandemic. That pernicious disease is about to come dancing on our doors. It might be way more lethal that coronavirus. According to the WHO head, there is only one means to prevent it – money. Big money.

Worse Than COVID -19

The global Geneva rally of 194 WHO members summoned not only healthcare representatives. The event was attended by political decision makers, experts and scientists. The event in the Alpes foothills lasted for 10 days.

Chronographically, the event coincided with the 75^th anniversary of the foundation of the WHO and the recent victory, which victory appears to be declarative and not final – victory in war with coronavirus. Well, one way or another, the global COVID emergency regime was officially  lifted.

It could seem that Tedros Adhanom Ghebreyesus was to be in the best of all moods. But no…While kicking-off the assembly, on the exterior he looked concerned and alerted.

His speech was saturated with the spirit of worry about the future of mankind. He declared that mankind was at the edge of a new malady.

He stressed that we were still under the threat of emergence of a new lethal stain capable of triggering new outbreaks and more deaths. The supposed new pathogen will have more lethal effect,

kept wave-making the leader of WHO.

Let us all be reminded that coronavirus killed almost 7 million. WHO think that the figure is marked down and insist that COVID harvested some 20 million lives. Almost 800 million individuals or each 12^th human inhabitant of the Planet Earth endured COVID.

And now, the Chief Health Defender of the Planet warns that the worst is ahead. And we all need more effective protection and faster prevention and relief in the eyes of the upcoming epidemic.

We are not in the position to postpone that. If we do not make proper changes, who will do that? If not now, then when? When the next pandemic comes dancing on our door, and it definitely shall do so, we must be prepared to a decisive response, collection action and equal availability of medical help,

Mr.Ghebreyesus declared with passion.

Done with abstract wave-making and without any particular indication about what specific malady is supposed to attack mankind, the leader of WHO came to the core of his speech. The money. The money to confront the future malady.

The culmination point of his speech was an appeal to all members to comply with their financial liabilities before WHO.

Speaking easy, he demanded cash, ASAP.

Cash for WHO

One of the key issues on the 10-day agenda of the big meeting in Geneva was to discuss and approve the 2024-2025 WHO budget.

And the miraculous happened! May the WHO boss was very persuasive, terrorizing us with stories about the new pandemic, but the financial issue was approved telegraphically – on the second plenary day. Approval was unanimous. Audience gave itself numerous rounds of epic applauses.

The WHO treasury will replenish itself with fresh USD 6.83 billion. WHO members undertook higher liabilities and agreed to boost membership fees by 20%.

After, Mr. Ghebreyesus’s mood changed from apocalyptic to poetic.  He generously called the increased membership fee a “milestone and a historic event”.

We understand WHO boss’s elation.  For several past years, WHO was in severe crisis.  The last pandemic was to massive detriment of its budget.  Dozens of countries today owe money to WHO, because they depleted their own national treasuries while struggling with COVID.

WHO’s reputation was in more severe crisis.  Only lazy ones did not accuse the WHO of weakness and lack of flexibility in the eyes of the coronavirus pandemic, especially at early stages of it.  

Many healthcare experts are still firm in their belief that the local outbreak in Wuhan became global threat because of poor and unprofessional performance of the WHO leadership and staff.

Let us remind ourselves of Donald Trump’s escapades, including a failed attempt to withdraw the USA from membership in WHO and thus deprive the latter from its main funding source.  Quick in his repartees, the US President brutally criticized WHO for their relations with China and attempts to hide the realistic magnitude of the epidemic. He straightforwardly accused the WHO of “screwing up” the awareness campaign

It was Mr. Biden’s coming to the White House that rescued the WHO from potential bankruptcy and collapse.

Rather self-illustrative is the WHO investigation of the COVID-19 emergence and outbreak that lasted for three years without any material result and ended up being frozen.

Let us again remind ourselves of another thing – a noisy sexual violence scandal in Congo, to which country WHO officials came to fight Ebola, but raped local women instead.  20 WHO official found themselves under investigation and Mr. Ghebreyesus had to officially and publicly apologize.

Given the above, the 20% growth of the WHO budget is nothing but a generous gift given to the WHO and Tedros Adhanom in connection with the 75^th jubilee of the organization.

Kazakhstan’s Share

We made an attempt to learn what was the share of our country in the global WHO treasury.

First, we submitted a request directly to our Health Minister, because who else is competent enough to answer that and minding that Her Excellency was a one who personally attended the Geneva rally.  There she, likewise in the time of the last national student marathon, confirmed support of healthy lifestyle, took part in a collective jogging session, was active during various plenary and panel sessions and had numerous talks with colleagues from other countries. Ms. Azhar Giniyat had a separate meeting with Mr. Ghebreyesus, which individual positions himself as a great friend of Kazakhstan and promises to learn Kazakh, as well as attends relatives-in-law domiciled in Almaty.

Health Ministry rejected our request and advised that we approach our Foreign Office.  Foreign Office said it was a state secret and not for public use.

We found the answer to that “state secret” in the WHO web-site.  Anyone can find the answer.

We found statistics for the last three years, as follows (WHO reports are regularly made for 2 years):

• 2020-2021 — $851 671
• 2022-2023 — $851 700
• Remaining due for 2023 — $318 190.

NOTA BENE: we are discussing mandatory payments from WHO members.  Those payments are, as a rule, below 20%.

Mandatory fees come from country GDP. This year, the percentage rate for Kazakhstan is 0.1780. For comparison – fee for the USA exceeds 22% and their contribution equals tens of millions. That information may be found in the WHO official web-site.

The main part of the WHO budget comes from voluntary contributions from members, as well as other UN structures, various inter-governmental organizations, charity endowments, private donors and other sources.

The sum that Kazakhstan pays voluntarily is now shown anywhere. Americans donate from year to year and their donations total not tens, but hundreds of millions of USD.  American contribution now totals USD 1 billion and more.

The above, however, is not the final figure reflecting Kazakhstan’s donations and transfers to the system of global healthcare.  In addition to various joint projects, conducted in Kazakhstan since 1990-s, the WHO has a Kazakh country office.  In 2016, the WHO set-up in Almaty its European Primary Medical Care Center.  It is hard to judge how effective is the performance of that Center, but we know the sum of its annual funding – USD 2 million.

What if All That Is not In Vein?

Having acquired a solid budget, the WHO leader does not show willingness to stop.  Addressing the Geneva rally, he declared the start of big-scale reforms supposed to produce more adequate reaction of another universal health threat.

To confront that supposed global pandemic, the WHO plan on drafting and concluding a new big treaty to embrace all present WHO members.  By new treaty, the WHO will create a new global fund for future pandemic prevention.  And, rather naturally, the new fund will welcome solid donations.

But can all above be justified with the blind gluttony of the WHO officials? Are Mr. Ghebreyesus’s alarmist statements that unjustified?

Totally not. A recent research, as reported by Bloomberg, assessed the probability of new pandemic – 27.5%. The second pandemic in the modern history will be nonetheless lethal for humans and detrimental to global economy.

In addition to the raging COVID-19 and its countless mutations, the US scientists have discovered 900 new viruses in the last decade.

Nobody knows what else to expect from the well-known MERS, Ebola, Marburg, Nipah, Zika and Lass:  there are no effective treatment methodologies, no vaccines and no means of protection.  All these viruses and fevers have high proven epidemic potential.

The scientists think that the core reason is the penetration of humans into animal habitats.  The main risk factor is the diseases transferred to humans from animals.  Wuhan lovers of cooked bats are the latest evidence to that.

Some thoughts about the bats… Not long time ago, Russian scientists discovered an unknown coronavirus in bats in Sochi.  The research of the virus showed that one of the proteins of that coronavirus if identical to the human protein.  Which means, that the newly discovered virus may threat mankind.  

The mutation may happen not in humans, but animals or birds or transferring mammals.  When it penetrates the human organism, it will jump from person to person.  That is what we are afraid of.  That is why, the worlds of science keeps publishing reports about various infectious outbreaks among foxes, bears, horses or seals,

says Anna Baranova, Professor of George Mason University, USA.

The recent example – a mutation of pox, MPOX, which was acknowledged epidemic and which was found in 111 countries with tens of thousands of infected and 140 victims.

 The majority of scientists tend to think that the new pandemic will begin…in a poultry. The H5N1 virus — the notorious avian influenza may begin to mutate and jump from person to person. Scientists calculated that, once outbroken, it will kill up to 15 thousand individual a day in the UK.

This is when, all of a sudden, another actor appears on stage – Mr. Bill Gates, Mr. Ghebreyesus’s old buddy and person who donated billions of USD to the WHO.

And, by the way, — a favorite villain of follower of the conspiracy theory that COVID is man-made.

Bill Gates ran a Catastrophic Contagion office drills in Brussels in partnership with the WHO and John Hopkins University.

They modelled a new pandemic.  According to the drills scenario in 2025, a SEERS outbreak or severe epidemic enterovirus respiratory syndrome will strike South America.

The virus telegraphically spreads all over the world and kills some 20 million individuals.  Particularly, it targets youth and children (15 million victims).  Survivors suffer from paralysis and brain damage.

We could treat those “scientific games” with skepticism and a means to deprive governments from from more cash.

But there is one argument proving its seriousness – 6 months before the COVID-19 outbreak and pandemic, a team of scientists rallied by Gates modelled an unknown virus pandemic.
