Land allotments belonging to certain public facilities became private property.  The legality of that is now being questioned by experts.

Famous public activist Kirill Pavlov makes reference to the Fund-Bureau for Investigation of Corruption  and writes, as follows:

“…in Kostanay, territories belonging to schools and hospitals were given for construction of stores, pharmacies and even apartment blocks.  Recently, it became known that several land allotments, surrounding Schools #8, 14 and 18, as well as Kostanay Regional Children’s Hospitals are owned by a number of legal entities and private individuals…”

The Fund-Bureau reports that “…a 0.312 hectare land allotment in the territory of the Kostanay Regional Children’s Hospital located at Str.Bykovskogo was appropriated for the service and maintenance of two 5-floor apartment blocks and garages.  The said allotment is owned by a number of private individuals, which individuals, supposedly, are the owners of apartments in the said blocks…Another land allotment – the 0.0556 hectare territory, was appropriated for the construction of a pharmacy and is now owned by the LLP Magnit Udachi, which LLP deals with the renting out and management of own real estate.  Magnit Udachi regularly is contracted by the Kostanay Polyclinic #3.

The Founder of LLP is a certain Irina Burdyko.  There is another company, that goes under a similar corporate name – LLP Magnit Udachi-1.  The company deals with the same type of activities, as does Magnit Udachi, and has the same legal address.  Its Founder is a certain Anna Slabunova.  Alexey Snegurenko is the Director of both LLPs.

The 0.1624 hectare land allotment appropriated for service and maintenance of dwelling facilities is owned by businessman Adel Nysanov.  According to open sources, Adel Nysanov is a Candidate of Pedagogic Sciences and owner of Astana based LLP NT-GROUP LTD (retail trade in newspapers, magazines and office stationary), Kostanay based LLP Bitrix (wholesale trade in various goods and commodities), as well as National Center Abilympics Qazaqstan and Synergy Science and Education Fund.
