Kazakhstan’s Controversial Space Affairs: What’s Happening Behind the Scenes of Qazaqstan Gharish Sapary?

Why is Kazakhstan purchasing space data from foreign companies instead of utilizing its own satellites? Renowned expert Kirill Pavlov sheds light on the backstage maneuvers within «Qazaqstan Gharish Sapary.»

On his Telegram channel, the expert writes:

«The Aerospace Committee of the Ministry of Digital Development, Innovations, and Aerospace Industry of the Republic of Kazakhstan (MDDIA ROK) continues to assert that, under the Qazaqstan Gharish Sapary agreement with the National Security Committee of the Republic of Kazakhstan (KUZR ROK), the sanctioned Chinese company HEAD Aerospace Technology Co has not been involved.

It is reported that JSC National Company Qazaqstan Gharish Sapary (NC QGS) constantly monitors sanction restrictions on companies that could potentially be partners and conducts corresponding work to prevent collaboration with sanctioned companies.

It’s worth noting that there is no direct confirmation of the Qazaqstan Gharish Sapary deal with HEAD Aerospace Technology Co. However, there is a written explanation from NC QGS regarding the justification of the cost of the acquired satellite images.

In this document, NC QGS states that the contract was concluded with Ti-Tech Development Limited. It is also mentioned that NC QGS sent requests for commercial proposals to global operators of space systems, and based on the text, the most suitable offer came from HEAD Aerospace.

It is not difficult to surmise that ultimately, the images were purchased from the Chinese company under the jurisdiction of HEAD Aerospace.

It was previously revealed that Ti-Tech Development Limited is a subsidiary organization of China HEAD Aerospace Technology Co.

Despite the Aerospace Committee delicately avoiding acknowledgment of seemingly evident facts, the statement that JSC National Company Qazaqstan Gharish Sapary does not allow collaboration with sanctioned companies can be interpreted as evidence that they have not settled with the Chinese supplier.

Recall that it was earlier discovered that Qazaqstan Gharish Sapary provided the National Security Committee of the Republic of Kazakhstan with satellite images purchased from the Chinese company China HEAD Aerospace Technology Co. Later, we released a series of materials exploring why NC QGS, having its own satellites, buys space images from foreign companies.

In turn, the editorial office of FBK sent another request to the Ministry of Digital Development, Innovations, and Aerospace Industry of the Republic of Kazakhstan, aiming to determine whose satellites, according to the agency, were used to capture satellite images of agricultural land in Kazakhstan in this case.»
