The attempt at a coup in January 2022 was executed within the state budget, quips renowned political analyst Daniyar Ashimbayev in a rather grim tone.

On his Telegram channel, the prominent political analyst revealed that the government quietly and without public disclosure canceled several ineffective state programs that, in total, cost Kazakhstan 48 trillion tenge. To quote directly:

On September 22, the government revoked its 2021 decisions, which had approved:

The national project «Ұлттық рухани жаңғыру» (budget 119 billion tenge).
The national project «Quality and Accessible Healthcare for Every Citizen ‘Healthy Nation'» (3.6 trillion).
The national project «Quality Education ‘Educated Nation'» (1.9 trillion).
The national project «Technological Breakthrough through Digitization, Science, and Innovation» (2.2 trillion).
The national project for Entrepreneurship Development for 2021-2025 (8.4 trillion).
The national project «Strong Regions – the Driver of the Country’s Development» (7.6 trillion).
The national project «Sustainable Economic Growth Aimed at Improving the Well-being of Kazakhstanis» (15.9 trillion).
The national project «Green Kazakhstan» (1.4 trillion).
The national project for the Development of the Agro-Industrial Complex of Kazakhstan for 2021-2025 (6.8 trillion).
No public reports on the implementation of these national projects have been issued by the government, ministries, or the ASPR.

Their verdict of «inefficiency» was voiced by the Supreme Audit Office, and no one dared to contest it. Yet, we are talking about plans with a total budget of 48 trillion tenge, not including a classified national security project. Ironically, one of the authorized bodies attempted a coup during its implementation.
