Common irritation about all sorts of “international ratings, where Kazakhstan features” and “complimentary statistics” brought famous Kazakh political observer, Daniyar Ashimbayev to explicit criticism of the ruling regime.  Criticism was explicit, but constructive, as follows (from telegram-channel):

Corruption and Its Positive Dynamics

This country is running low on not even popular, but respected public servants.  Their decisions so not encourage masses to show enthusiasm, besides, those decisions are made for rather narrow segments.  State programs are precepted with irony, whilst all sorts of “international ratings” and complimentary statistics trigger nothing, but irritation.  Only corruption enforcers show positive dynamism in their fight against corruption, but in itself, that achievement does not encourage to optimism.

Quality of the ruling elite is a more than a key question. 

This country has long ago ceased to maintain balance between professionals and universal managers.

Generally speaking, this country does not have many professionals left.  The public service HR model resulted in domination of functionaries, selected in the course of competitive processes, but without prior professional experience. 

The headcount of persons with engineering or agricultural education is gradually going down.  Those surviving in the public service are mainly HR specialists.

The headcount of universal managers, read political heavy-weighters (people who headed regions and industries, people capable of promptly comprehending the specifics and make decisions) is not increasing.

Above trends is observed not only in state apparatus, but also national companies and bodies of the National Chamber of Commerce.

Bolashak is a Failure?

Bolashakers, or assets with diplomas from foreign universities, are, primarily, specialists in finance, law, marketing or management, in general.

Western model of education poorly integrates into our national matrix – due to historic, mental and geographic considerations. 

We remember, how Bolashakers were all parachuted to the leading positions, regardless their experience.

Experience Makes It All

Political managers are an important thing, just like reformers, but industrial management must be done by specialists with professional experience – from energy, construction, industry, agribusiness, water management.  Financial specialists are a standalone stratum that takes care of the treasury and the national fund, and not acts as a universal specialist.

Digital experts are service people, not Alfa-Omega.  What we see today, is the discord between HR and state governance on one side, and the problems and tasks, we face, on the other.
