Kazakh segment of cyberspace threatens to unleash prosecutors on province administrators and blames them for lack of initiative, buzzwording and mess on the border.

ALEM RESEARCH analytics company shared results of Mass Media and social networks monitoring exercise for April 2023, based on which Akims’ performance was rated.

Yerbolat Dosayev and Darkhan Satypaldy proceed to remain the most quoted Akims.  If Almaty Akim enjoys stable negativism among masses, the leader of Turkestan suffered a big time in the month of April.  In March, Akim of Turkestan collected 1000 positive feedbacks.  In April – only 107.

No Need to Love – Nothing to Respect For

Kaznet has a long history of picking on words of the Almaty Akim and there are grounds for that.  At present, Mr. Dosayev claims the Most Quoted Akim status.  It was his magic touch that enriched our social networks with new terms characterizing strange initiatives and actions of our public servants. Particularly, statements about zeppelins patrolling skies above Almaty and tunnels connected to townships.

This time, while having another public quarrel with masses, Dosayev said – I am not asking you to love me, but I would like some respect, as a person representing power.

Social networks said something like – “Your likes don’t hurt”, but…We want land developers on a tight leash, we want a clean city, normal roads and normal air. As for respect, it ought to be reciprocal, while Akim does not seem to support reciprocity.  For example ,we all saw this video, in which a public activist is igniting a scandal, because guards are not letting him into a venue, where Akim is having a meeting with masses. One version is, that they guy is a provocation agent, that is why they want to keep him out. But that is only a version. The fact that guards are not letting him in is a direct manifestation of disrespect. 

The above picture reports that in April 2023, Akim Dosayev scored 1,705 mentions in Mass Media and 2, 414 in social networks, with 15 of them being positive, 308 – negative, and 3,796 – neutral. 

Our arm-chair generals started asking inconvenient questions, such as – “If Dosayev represents the power, does it mean that his attitude to the city is the indicator of the said power”. Because Akim’s attitude to his duties, which duties include making sure that the city is comfortable for people, is below zero.

Dosayev  speaks a lot about his work, that is for the benefit of the city. Kaznet, however, needs clear physical manifestations proving that, because what we see and feel point at something contrary.

In April, Almaty segment of Internet was swarming with photos and videos showing how Akim respects the city folks. Clean streets and beautiful landscape design can be seen only in the vicinity of the City Hall. Just take a step aside and you will see…

Once Old Square had abundant rose fields. Today, all we can see is a lonely orphan of a tulip. Trash cans are overstuffed, so people recycle wastes nearby. South Park is next to total dehydration, but City Hall is not hurrying to rescue it.

Also, Kaznet caught Almaty Akim “evading responsibility”, as social networks called it. For example, Dosayev disavowed the City Council, saying that he had purposefully had City Council legally farm-out from the Office of the Akim, so that common masses do not think that Akim and his team influence the decisions made by the City Council. 

“That turned inconvenient for myself” – said Dosayev. In other words, he got tired from people attacking his office and brining some architectural lay-outs for review. 

Social networks agreed that City Council was of inconvenience to Akim. From now on, Akim shall not be to blame for appearance of some illegal land development project. 

In Karasay Township, they destroyed roads, while laying water mains. Today, nobody hastens to repair those roads. Even public transportation vehicles refuse to go there.  However, at one of meetings with the public audience, one of the officials from the Office of the Akim said that “repairs are almost finished”. That was the last straw. Karasay folks made photos of those “finished repairs” and sent them to Prosecution General, with a cover letter saying that the funds for road repairs had been allocated back in 2021.

Generally speaking, in April, relations between Almaty Akim and Almaty residents were at their worst. Kaznet concluded that “dirt, construction sites and broken roads heartened public servants”. 

Akim Promised, Press-Service Took the Rap

Turkestan Internet users are now showing signs of disenchantment over the performance of their Akim.  Darkhan Satypaldy was rather hectic at early stages of his term in the office. Now, it is the time for redemption. 

On one side, Mass Media produced numerous positive feedbacks about his performance.  He would travel to outback locations and inspect all ground words, especially construction of social infrastructure.  His press-service operated impeccably, broadcasting Akim’s activities.

That impeccable performance, however, turned against Akim, because Kaznet community called his work “buzzwording, smoke and mirrors”.

The above picture reports that in April 2023, Akim Satypaldy scored 592 mentions in Mass Media and 2, 478 in social networks, with 107 of them being positive, 119 – negative, and 2,844 – neutral. 

Each report from Akim’s press-service would score numerous negative comments.  Their essence may be expressed, as follows – Why does only visit places, where things are OK and under control? He received 30 invitations to visit locations without roads, power, water, telecom and doctors.  The prompt performance of his press-service gave people hope, he would eventually show up in the most retarded places of his auspices. 

One day, social networks made a conclusion that it was not likely that Akim would come.  Users referred to Akim’s promises made two-three months ago that were never fulfilled.  Press-service would react accordingly – fast reaction to criticism and explanation as to at which particular stages remedial actions were.

For example, Akim promised that one of his high-ranking officials would visit a certain village to discuss remedial actions.  That official never showed up, but press-service reported that the problem was solved. 

Also, Akim was reprimanded for the mess at the Kazakh-Uzbek border.  The author of that reprimand wrote, that he already had notified Akim of the situation, but there was no reaction.  The problem at the border was the illicit business -–unauthorized parking lots, illegal taxi-drivers and freight forwarders and illegal infrastructure.  Nobody controls those, no taxes are paid, while the border is physically jammed. 

Judging by comments, things are wrong at the border.  Kaznet even shared names of some public servants who protected illicit businesses and gained benefits from the mess. 

Karabulak Village folks were advised by Kaznet users to address Prosecution.  Why?  Because local water sources are polluted with blood and other wastes from local slaughterhouses.  There are numerous photos and videos proving that.  Public activists and local residents share opinion that Karabulak is at the edge of an ecological disaster, but Akim seems to keep eyes closed on that.

Nurzhan Nurzhgitov, Akim of Zhambyl Province never featured in the Top 3 of the Most Quoted, not to mention Top 10.  But the month of April was his “moment of anti-glory”.

His name was negatively referred to in social networks in connection with two topics.

The above picture reports that in April 2023, Akim Nurzhgitov scored 853 mentions in Mass Media and 1, 489 in social networks, with 39 of them being positive, 123 – negative, and 2,180 – neutral. 

The first wave of criticism came from animal lovers.  Zhambyl users shared graphic pictures – dead dog and its puppets somewhere in the middle of a waster polygon.  Or, two dead dogs in the streets of the city.  The author of the second photo reported that those two dogs were local homeless pets, nice and friendly with humans.  Shooters from sanitation authorities did not even bother to recycle the corpses.

Our laws ban elimination of loose dogs.  But social networks found out that the local veterinary directorate received KZT 55 million to organize the entrapment of stray animals.  But the directorate did not take the steps to organize facilities for those stray animals.  Which means, the purpose was to eliminate those animals, not entrap and keep them in special cages. 

Social networks said it was open slather sponsored by tax-payers.

There were people pushing back critics of the Akim in the case with the dead dogs – those pushing back insisted that aggressive dogs would attack children.  As for the stray animal shelter, there were no people opposing critics. 

Kaznet showed a vide-address from the London Olympics Bronze Medal winner, who asked President for protection from Akim Nurzhigitov.  The wrestling champion said that Akim fired him from the post of the director of the local Olympics College without any explanation.  Local Sports Directorate official informally reported confirmed that the champion was fired upon Akim’s order.  The athlete insists that his dismissal was caused by refusal to take part in financial embezzlements.

His video-address scored more than 70 thousand views and 400 comments.  Akim’s press-service abstained from sharing their comments.  Later, people from the Office of the Akim reported that the ex-Director truly was a good sportsman, but he was a rotten administrator.  They shared pictures of the building of the College, that looked awful.  But that did not look convincing.
