A New Coordinate System for Authority and Society: What the President Discussed at the Assembly of the People of Kazakhstan

Under the chairmanship of Kassym-Jomart Tokayev, the XXXIII session of the Assembly of the People of Kazakhstan «Unity. Creation. Progress» took place. It is worth noting that due to the flood situation in several regions, the President decided to hold the current session of the Assembly in an online format.

In his opening remarks, the President outlined his vision for the further activities of the Assembly and announced new directions for reforms.

The full text of Kassym-Jomart Tokayev’s speech is as follows:

Today, the whole world has entered an era of cataclysms, and Kazakhstan is no exception. Unprecedented floods are occurring in many regions of our country.

Our main task is to ensure the safety of citizens. To this end, the Government is taking all necessary measures, and appropriate funds have been allocated. Large companies and business representatives are providing their assistance.

As I have already stated, the priority task for me as President now is to restore homes damaged by natural disasters and to return affected citizens to normal life. Therefore, I have given a specific instruction to reduce the previously planned international events in the country.

The Astana International Forum will not take place this year. Of course, this forum is important and necessary for us, but it can be postponed. It is a different matter with meetings and events that are of paramount importance for the well-being of the country.

On the Modern Values of Domestic Policy

The sessions of the Assembly have always been held on the eve of Unity Day. Today’s session is taking place against a complex backdrop. But this meeting is necessary for us right now because the circumstances confirm the enduring relevance of our core values — unity and solidarity.

Our people have faced a difficult trial. We have been confronted with a devastating natural disaster that has affected half of the country. But in these difficult days, the unity of our people has been vividly demonstrated: rescuers, volunteers, civil servants, military personnel, law enforcement officers, civic activists, business representatives, and youth. No one has stood aside from the common cause. The spirit of unity and solidarity has embraced all regions of the country.

Many of our compatriots, driven by compassion and empathy, have helped those affected by the floods. I am immensely grateful to the citizens who have shown genuine patriotism by making a significant contribution to the fight against the disaster.

In times of trial, our entire society has come together. As a result of the coordinated efforts of the Government, state bodies, specialized services, and the help of volunteers, more than 119,000 people, including almost 45,000 children, were evacuated in a timely manner. We have managed to save lives, and that is the most important thing.

You know what tragic consequences were caused by the breach of just one dam in the past.

I have visited several regions to personally oversee the situation and meet with residents. State bodies at the central and local levels are now fully focused on eliminating the consequences of the floods and preventing the situation from worsening.

 Emergency and rescue services are operating around the clock. Personnel from the National Guard, the Ministry of Internal Affairs, the Armed Forces, the National Security Committee, and the State Security Service are involved.

On aid to flood victims At my direction, the state material reserve has been unblocked to provide assistance to those affected. Republican and regional operational headquarters are functioning. Public activists and volunteers are organizing the collection of humanitarian aid.

In this difficult time, the solidarity and high civic responsibility of our compatriots have been vividly demonstrated. In several regions, the process of infrastructure and residential building restoration has already begun. Major entrepreneurs have joined this work, and significant contributions are being made by public figures. Domestic companies and entrepreneurs have contributed and continue to contribute significant financial resources to various aid funds daily. I believe that their total amount will increase. I express my gratitude to the entrepreneurs and am confident in our future successful cooperation for the benefit of the people.

All these funds will be directed to aid those affected by the floods and the restoration of settlements. The state will compensate for the damage to all affected individuals; no one will be left without support. We will reduce budget expenditures in favor of urgent tasks to eliminate the consequences of the floods. The country will implement a regime of strict economy of state funds.

I understand that losing everything earned through hard work overnight is not easy. I want to address the affected compatriots once again: our entire nation supports you. The state will do everything possible to help you return to normal life as soon as possible.

On the «decorativeness» of the Assembly of the People of Kazakhstan From the first days of the floods, everyone has seen the active and coordinated work of the Assembly. Republican and regional headquarters of the Assembly have been deployed in the shortest possible time to provide comprehensive support to the affected. A large-scale campaign «From Heart to Heart» is underway, within which over 1500 tons of food and essential goods worth about 770 million tenge have already been sent to disaster areas.

The participation of 12,000 volunteers from ethnocultural associations in the collection of charitable and humanitarian aid, the organization of evacuations, and informing citizens has become a living embodiment of the unity and mutual assistance of citizens.

During my meetings with residents of the flooded areas of the West Kazakhstan, North Kazakhstan, and Kostanay regions, they expressed gratitude to the members of the Assembly for their compassion and timely assistance.

The Assembly has once again demonstrated in practice that it is not a decorative organization, as some people try to assert, but an effective conduit of the values of unity and solidarity of our nation, an important public body with constitutional status.

The ability to quickly deploy all the necessary infrastructure and skillfully mobilize charitable and voluntary resources is undoubtedly the result of many years of systematic work of the Assembly.

Just last year, within the framework of the «Caravan of Mercy» project, Assembly members provided assistance to people in need totaling more than 1.7 billion tenge. It is in such mutual solidarity and support that the strength and character of our people lie.

On Goals and Objectives

Despite the complex challenges and threats we face, we must firmly implement our strategic goals and objectives. In a short period, we have made significant progress in systemic political reforms, begun complex work to modernize the economy, and update public ethics. Political reforms have already given a strong impetus to the development of civil society, significantly expanded opportunities for citizen participation in state decision-making. All branches of power have started operating in a new coordinate system, with the protection and promotion of the legitimate interests, rights, and freedoms of individuals at its core.

We have begun transitioning to a new economic model based on principles of fairness, inclusivity, pragmatism, laying a solid foundation for improving the well-being of the entire nation. We are building a country of equal opportunities, where everyone will have a decent standard of living.

These reforms are of unprecedented scale, but we cannot rest on our laurels; we must continue their qualitative implementation. To make a leap in development, we will need to address many problems that have accumulated over decades.

Only through joint efforts can we lay a solid foundation for future achievements, make fundamental changes in politics, economics, culture, and society. That is why the agenda of the current session of the Assembly is defined as «Unity. Creation. Progress.»

These three words accurately and succinctly reflect not only the purpose of the Assembly but also the essence of our strategic course. Our main mission is to create, build, and innovate.

On Tasks

Unity and solidarity have always been and will remain our main values and an unchanged guiding principle of all state policies. To achieve success, it is necessary to focus efforts on the following current tasks.

Synchronization with the New Doctrine

We must synchronize the activities of the Assembly with our new humanitarian-ideological doctrine.

At the Kurultai meeting in Atyrau, we summarized our key ideograms and defined the list of our basic values. These are Independence and Patriotism, Unity and Solidarity, Justice and Responsibility, Law and Order, Industriousness and Professionalism, Creation and Innovation. These values set the meanings and guidelines in all key areas, from politics and economics to education and culture. They shape our future image and strengthen our common national identity, fully aligning with the principles of the Assembly’s activities.

After the National Kurultai, I closely followed the course of public discussion of its results: I read reviews, wishes, and recommendations of experts and simply concerned citizens. In my opinion, the leitmotif of many expressed opinions was the idea that the Kurultai in Atyrau essentially became the starting point for a new philosophy and ideology of our nation’s development.

However, it should be understood that the outlined national doctrine, or platform, will fully operate only if it receives the support of all leading institutions of civil society. The Assembly will play a decisive role in rooting the progressive attitudes laid down in it.

The entire system of socializing citizens in the country should be aimed at promoting the ideals of love for the Motherland, based on respect for the culture, customs, and traditions of our people. It is crucial to form correct values, views, and beliefs among citizens, as well as to strengthen mutual understanding and agreement in society. These issues cannot be left to chance; they require constant participation of the Assembly and all state bodies at the central and local levels.

Huge attention should be paid to the upbringing of children based on our fundamental values. The worldview of the younger generation should be free from historical traumas and grievances, dogmatism, and outdated cultural stereotypes. It is important that the worldview of young people is based on an objective perception of the past, present, and future of the country as a common indivisible heritage of our united nation, without politicization and unnecessary emotions.

We, the people of Kazakhstan, must follow our own ideological agenda, free from negative influence from abroad. The foundation of our ideology is the Independence of the state. In addition to correct words and intentions, concrete deeds and daily efforts are important. Principles such as «We are different, but we are equal,» «The Unified Nation of Kazakhstan.»

Unity is essentially the backbone of state policy and a powerful factor in strengthening our common national identity. The basis of our national civic consciousness is and will be belonging to our common Motherland. The characteristic features of the citizens of Kazakhstan are national tolerance, respect for the traditions of the past and various cultures, and proficiency in the state and other languages.

Moreover, I always say that the most straightforward and understandable «marker» of our common national identity is the turquoise passport of the Republic of Kazakhstan. Each holder enjoys all the privileges of a citizen of Kazakhstan, regardless of ethnic background, views, or beliefs. Any citizen of the Republic of Kazakhstan anywhere on the planet is under the protection of our state. We never abandon our citizens in distress.

Remember, when the world was hit by the COVID-19 pandemic, and many countries imposed lockdowns, Kazakhstan promptly organized the evacuation of its citizens from various parts of the globe. We also promptly evacuated our citizens during the escalation of tension in Afghanistan in 2021 and the worsening situation in the Gaza Sector in 2023. Whenever there is a threat to the safety of our citizens abroad, we take decisive measures to bring them back home as soon as possible.

Our blue passport symbolizes the high values on which our country is based. It is recognized worldwide as a document of a progressive modern state. Citizens of Kazakhstan can visit dozens of countries without a visa, and this list is constantly growing thanks to our targeted efforts. Currently, Kazakhstan ranks 66th in the World Passport Index, which is a good indicator.

Moreover, in recent years, the number of people wishing to renounce Kazakhstani citizenship has significantly decreased. This is compelling evidence of the sustainable development and attractiveness of our country, as well as its high authority on the international stage.

The Assembly will pay increased attention to the issues of ideological education of youth, which is extremely important in today’s turbulent and unpredictable world. We will also focus on developing existing and creating new platforms for interethnic communication, promoting socially significant projects, encouraging volunteering, and the activities of local communities.

The Assembly’s activities also play an important role in countering the five social vices that I spoke about at the National Kurultai: drug addiction, gambling addiction, violence in the family and society, vandalism, and wastefulness. The fight against these societal ills is especially important for the future of children and youth, whom we must protect and educate properly. I am convinced that successful combatting of these societal diseases is possible only with the active participation of all citizens, regardless of their ethnic, religious, or social background.

Large-scale changes always begin with small steps – with changing the mindset, life strategies, and behavior models of specific individuals. It is important for each of us to act in the spirit of the concept «Adal azamat»: not only impartially identifying all the problems of our society but also actively contributing to their elimination.

Resisting Discord and Terror

We are witnessing the rapid expansion of a global cataclysm, the increasing confrontation of different states in military-political, trade-economic, and even cultural-humanitarian spheres.

Attempts to use international turbulence to promote radical ideology and fuel xenophobia are becoming increasingly evident. Voices of those who are trying to give ethno-religious motives to the geostrategic ambitions of individual states and even clothe them in the form of some kind of intercivilizational conflict are becoming louder. As a result, today we observe a sharp activation of various extremist forces in different parts of the world.

Terrorist threats are again coming to the fore. The recent bloody terrorist act in the Moscow region elicited a strong emotional response in many countries around the world. Kazakhstan was one of the first to condemn this act of violence against peaceful citizens and called on the international community to unite efforts in the fight against terrorism.

In the face of alarming events in the world, we, as a nation, must be more united than ever in our intentions and aspirations. It is important to create an atmosphere of intolerance in society towards any manifestations of ethnic exclusivity and provocations on cultural, linguistic, ethnic, or religious grounds.

For many countries, the language issue remains relevant. Its successful resolution largely determines the stability of the socio-political situation. Kazakhstan must show strategic restraint and tolerance in this sensitive area, taking into account external and internal factors. However, this does not exclude increased attention to the comprehensive development of the state language, which over time, I am confident, will become the language of interethnic communication.

In fact, this is happening gradually. The state acknowledges and encourages their successes, which, in addition to everything else, have a political character. Today, some of them will be awarded honorary awards.

The government will take measures to ensure the peace and security of the people. Any speculation and insinuations, regardless of their source, will meet strong public resistance and an adequate response from law enforcement agencies.

It is necessary to firmly suppress any attempts to divide our society. Involvement of our fellow citizens in others’ information wars, propaganda of hatred carry serious risks for the stability of our country and harmony in society. Each of us needs to strictly adhere to the letter and spirit of our Constitution, which proclaims equal rights and freedoms for all citizens. It is important to always and in everything respect Law and Order, both in word and deed, to ensure the supremacy of the law.

Our task is to strengthen mutual respect and trust in society, to seek new unifying principles and attitudes in opposition to religious, regional, or socio-economic differences. The Assembly’s activities in this important and complex direction are of particular importance.

Strengthening the Role of the Assembly of the People of Kazakhstan

It is necessary to strengthen the institutional potential of the Assembly, enhance its interaction with state bodies, Parliament, and maslikhats.

Over the past years, the Assembly has undergone a complex transformation, becoming an important institution of public self-organization and the main headquarters for coordinating ethnocultural associations.

The Assembly must set an example of productive partnership with state structures of all levels and directions. Special emphasis should be placed on establishing effective mechanisms for working with local executive bodies and maslikhats. It is understandable that regional leaders are busy addressing a vast array of current issues, however, the task of strengthening national unity is of particularly urgent nature and also requires constant attention and involvement in the work.

By my directive, regional akims are required to hold meetings on the interethnic situation at least once every two months with the participation of representatives of the Assembly. I have instructed all regional leaders to personally attend key Assembly events, without delegating this responsibility to their deputies. It would be appropriate if leaders of other government bodies, especially parliamentarians and maslikhat deputies at all levels, practiced the same approach.

The role of the Assembly in decision-making and supporting reforms in the country should be consistently strengthened. To achieve this, it is necessary to develop the scientific and expert potential of the Assembly. The focus of the Assembly should always be on practical activities aimed at identifying and preventing possible hotbeds of ethnosocial tension.

Specialists in ethnomedical mediation have begun work in the Almaty, Zhambyl, and Turkestan regions. This useful experience should be scaled across the entire organizational horizontal of the Assembly.

The Assembly should strengthen its position as a leading institute of social integration and active patriotism. First and foremost, it is necessary to ensure the further development of such effective tools as councils of mothers and councils of aksakals (respected elders) of the Assembly. Relevant ministries and akimats should support their activities through special grants and state social orders.

Youth is capable of giving a new impetus to the work of the Assembly of the People of Kazakhstan. Therefore, I propose that each leader of ethnocultural associations and all public structures of the Assembly appoint a youth representative as one of their deputies. A list of youth projects of the Assembly should be defined, primarily volunteer projects, which should receive comprehensive support from central and local executive bodies.

The Friendship Houses have become a demanded platform for national integration and a reliable base for implementing the Assembly’s large-scale initiatives in all regions. Under their auspices, over a hundred socially significant projects have already been successfully implemented. However, we should consider further strengthening and expanding the activities of Friendship Houses as modern community centers where public meetings and discussions take place, new ideas and initiatives are born.

Friendship Houses should not only be «centers of attraction» for ethnocultural associations but also become «points of support and growth» for local communities, centers for promoting the values of unity, creation, and progress.

Next year, we will celebrate the 30th anniversary of the Assembly of the People of Kazakhstan. The Assembly has proven itself to be an effective tool of our well-thought-out policy of interethnic harmony and national unity.

As a unique civil institution, the Assembly makes a valuable contribution to preserving an atmosphere of mutual respect and trust in society. We will use the upcoming milestone anniversary to explain and popularize the activities of the Assembly, engaging citizens in meticulous work to strengthen the unity of our people.

The government will prepare a Plan of Events for the 30th Anniversary of the Assembly of the People of Kazakhstan. All state bodies, political parties, public organizations, scientists, and cultural figures, as well as representatives of the public, will participate in events that will have a business-like character.

The plan should organically combine activities demonstrating our core principle of «Unity in Diversity» with socially oriented projects.

On Cooperation between Government Agencies and Society

The main perspectives of state policy and public activities in the field of interethnic relations, as outlined by me, should form the basis of our daily work.

Today, we have thoroughly discussed a wide range of issues, summarized the results, and set new goals for the multifaceted work to strengthen the unity of our people.

The speakers have expressed relevant ideas and initiatives. I know that in the regions, comprehensive and fruitful discussions were also held in anticipation of the session. I thank everyone for valuable suggestions; all of them will be analyzed and taken into account in our further work.

I am confident that the effective implementation of the session’s decisions will unite the efforts of society in building a better future for all citizens of Kazakhstan.

Thanks to constructive dialogue and effective partnership between state structures and civil society institutions, especially with the Assembly, we will be able to solve all the tasks facing us. This is particularly important at such a pivotal moment in our history when, overcoming the consequences of devastating floods, we continue to carry out fundamental transformations in all spheres.

All states sooner or later go through various trials, experiencing a profound, and often painful, transformation. Today, we are also gaining our invaluable experience of deep modernization, learning together to cope with all difficulties, and act promptly and collectively in a complex environment. Earlier, we often talked about the tough 1990s that hardened us. Now, many no longer remember those times.

At the same time, in recent years, our country has been experiencing a new history of overcoming incredible challenges. But thanks to unity and cohesion, we are coping with emerging challenges and becoming stronger.

During such situations, similar to the current massive floods, the consolidation of our people reaches a new level, solidarity and mutual support of citizens become evident, and the government gains valuable experience in crisis management.

About Bloggers

The media and individual citizens calling themselves bloggers should understand that stirring up hysteria around a natural disaster and indiscriminate accusations are detrimental to the consolidation of society, creating an illusion of losing control of the situation by state authorities, which is disinformation. Such actions breed social depression with all its obvious consequences for the reputation of our people. Therefore, the authorities, to avoid such undesirable phenomena, will take legal measures against individuals who attack the security of our state.

At the same time, government bodies at all levels must be in close contact with the citizens of the country, especially with authoritative and responsible activists, listen to the people’s opinions, and, most importantly, make quick and correct decisions.

The overwhelming majority of citizens understand that the state is currently unraveling the tangle of many outdated problems. The government needs, on the one hand, to urgently establish basic order in many areas and, on the other hand, to lay the foundation for the country’s further sustainable development.

On the Reorganization of Water Management

We are faced with the complex task of creating a sufficiently effective system to combat natural disasters. It is necessary to essentially rebuild the interaction between the state and science to take preventive measures to combat natural disasters.

By my directive, the Kazakh Hydro Melioration and Construction Institute in Taraz is being restored, and the Institute of Seismology in Almaty will be strengthened. Special attention will be paid to studying and mitigating climate change. The entire water management system, including companies such as «Kazvodkhoz» and «Nurinsky Group Water Supply,» will be reorganized.

Practically all dams and reservoirs in our country were built in the 1950s-1970s. Due to the lack of modern regulating water management structures, the current floods have been much more extensive in their consequences than they could have been. Therefore, in 11 regions of Kazakhstan, 20 new reservoirs will be built, and 15 existing ones will be reconstructed, significantly reducing the risks of flooding for 134 settlements.

Measures to prevent and reduce the consequences of floods, taking into account advanced international experience, will be added to the Concept for the Development of Water Resources Management.

We will update the technical base of the Ministry of Emergency Situations, strengthen its equipment with special machinery, helicopters, and planes. The National Hydrogeological Service, which will be engaged in the exploration and protection of groundwater resources, will also be recreated.

On Cities and Villages

However, it is important to understand that environmental conservation is our common responsibility. We need to foster environmental awareness in society and promote principles of careful treatment of nature. At my initiative, a nationwide campaign «Clean Kazakhstan» is taking place in the country. It will also take place in the regions affected by the floods. I warn you, this is not a one-time action: we need to constantly pay attention to landscaping and cleaning up territories in all regions. If each of us contributes to the common good, our country will only become better.

We must bring our cities and villages to a proper state. Every house, yard, residential complex, park, and so on should not be left without the attention of akims and the public. Citizens must show high activity because we are talking about a healthy and attractive living environment. Vandals will be dealt with according to the law.

Akims, with the assistance of the Government, should take up the improvement of local roads. Work in these areas will be included in the list of key indicators by which the work of akims will be evaluated.

Once Again, About Aid to Those Affected by Floods

Our collective victory over the natural disaster is not far off. After the waters recede, the reconstruction of the affected regions will begin. First of all, compensation will be paid to citizens for damage, construction of houses and allocation of apartments will begin, and the destroyed infrastructure will be restored. A short period of 5 years has been allocated for this huge task – five summer and autumn months. But I am confident that together we will succeed.

As a result of these massive floods, thousands of people have lost their property and livelihoods. Therefore, targeted measures of support are being taken by the state. All affected families will receive a one-time payment. After assessing the damage, they will receive compensation for damaged or destroyed property. The state will repair damaged housing and build new housing instead of destroyed housing.

When it comes to housing construction in floodplains, it should be noted that it inherently carries the risks of re-flooding and destruction. Therefore, determining the locations for the construction of new districts should take into account the hydrological and geographical characteristics of each settlement. Akimats (local administrations) must strictly adhere to the relevant rules. I believe that the upcoming large-scale construction will create new opportunities for citizens.

People will be able to change their place of residence by building or receiving houses in settlements with more attractive economic potential and environmental conditions. At the same time, decisions on possible resettlement of settlements located in unfavorable zones will be made taking into account the opinion of each family affected by the floods. For those who want to restore their housing independently, a separate mechanism for payments will be provided to ensure their targeted use. The process of applying for compensation for damage and property restoration will be digitized.

Major businessmen who have expressed a desire to help will be specifically assigned to each settlement. This will allow entrepreneurs to clearly see how the funds they allocate are being spent. The entire massive work on housing and infrastructure restoration will be under my personal control.

Those affected by the floods will receive a three-month grace period for loans. Furthermore, no fines or penalties will be charged for late payments due to the floods. Additionally, the state will support small and medium-sized businesses affected by the disaster, as well as farmers in flooded regions.

In particular, deferrals of interest payments on loans and lease payments will be provided to entrepreneurs and farmers in affected regions. Farmers will also receive all necessary assistance for the timely and successful implementation of the planting campaign. I repeat once again: no one will be left without support in this difficult moment; the state will fulfill all its obligations.

In the future, we will have to consider further development of the property insurance system for citizens. In developed countries, insurance companies bear a significant portion of the costs of disaster recovery. Of course, this issue is associated with further economic and financial system development, as well as the formation of a corresponding culture in society.

On the Just Kazakhstan

The main task of the state is and will be to ensure the well-being of its citizens. The concept of building a Just Kazakhstan is not just a phrase; it is a reality that is already taking clear shape. Concrete measures are being taken for this, and new opportunities are constantly being created.

For example, as part of the implementation of the four infrastructure initiatives proposed by me at the Third Kurultai, a new mortgage program «Nauryz» will start operating from May 1. Over 8 years, 1.7 trillion tenge will be attracted for its implementation. As a result, about 70 thousand families will be able to acquire their own homes.

In such a difficult time, the most important thing for us is to maintain unity and cohesion. We must be an insurmountable barrier to any actions that divide our society.

As I have said before, opponents of Kazakh statehood are not sitting idly by; in search of popularity, they try to impose their destructive agenda on social media, spreading false information. Therefore, now more than ever, it is important for all of us to critically evaluate any incoming information, trust only official sources, and rely on facts.

In moments of crucial importance in our history, our people have always shown incredible resilience and solidarity, invariably adhering to high ideals of humanism and compassion. History is testing us once again. In these tense weeks, we are undergoing a nationwide test of strength and ability to overcome this unprecedented natural disaster with honor.

Every crisis brings not only trials but also reveals hidden strengths and abilities in each of us, creating new opportunities.

Sooner or later, everything that hinders our progress will be washed away by the flow of history and disappear. Therefore, the current natural disaster is not a reason for depression and despondency. The path to progress is always winding and thorny. But after failures and hardships, successes and prosperous days will surely come.

«Alapat taskyn» (the great flood) should become a kind of watershed, separating us from the era of «lost time» and imaginary achievements. Very soon, the water will recede, and people will return to normal life. It is said that there is no evil without good.

Firstly, during the flood, the unity of our people strengthened, the whole country helped the residents of the affected regions, who fully felt the genuine sympathy and empathy of their compatriots.

Secondly, of course, no one expects disaster to improve the situation in the country, but such disasters push for urgent solutions to many problems.

After the floods, some villages will be relocated to other areas where houses will be built, roads will be constructed, and water supply will be provided. Villages will acquire a completely new look. Overall, major crises around the world pave the way for accelerated development.

I believe that the current unprecedented flood will have a positive impact on the country. And our people, united in times of trial, will take a decisive step into an era of renewal and progress, towards a better future.

We are all citizens of one country, people of one destiny, bound together by history itself into an unbreakable monolith of unity and shared responsibility for the future of our homeland – the Republic of Kazakhstan. As President, I see my main task as protecting the Independence of the Republic of Kazakhstan. Achieving this sacred goal is possible through the construction of a Just Kazakhstan and the implementation of an active and constructive foreign policy. On this path, we will solve large-scale tasks and overcome all challenges. Relying on our national ideals and aspirations, we will strengthen our statehood and raise the banner of our sacred Independence even higher. I firmly believe in this and will do everything in my power to achieve it, because it is my duty as President and as a citizen.

May prosperity, peace, and harmony always prevail in our country!
